BEOE Protector Registration
Step-by-step guide to completing your Bureau of Emigration protector registration before overseas travel.
Every Pakistani worker going abroad through a licensed agent must register with BEOE and obtain a protector stamp before travel. This is mandatory by law — skipping it is not a shortcut, it is illegal, and it strips you of the legal protections (welfare fund membership, life insurance, verified contract) that come with it.
Why Protector Is Required
The protector stamp is BEOE's confirmation that your contract, visa, and recruitment channel have been checked. It registers you with the Overseas Pakistanis Foundation (OPF) welfare fund, which includes educational-facility access for your children, and it puts you on record with a life insurance policy covering PKR 1,000,000 for 5 years.
Documents Needed
- Valid CNIC
- Passport (6+ months validity)
- Employment contract (verified by BEOE)
- Visa copy
- GAMCA medical fitness certificate
Allied assists with BEOE registration at our offices — bring originals plus photocopies of everything above; incomplete documents are the most common cause of delay at this stage.
BEOE Protector Fees (Real Numbers)
The fee depends on whether you register directly or through a licensed agent (OEP). Both are legitimate; the OEP route includes a service charge for the agent handling the paperwork on your behalf.
| Item | Direct registration | Through licensed OEP (e.g. Allied) |
|---|---|---|
| Life insurance premium (PKR 1,000,000 cover, 5 years) | PKR 2,500 | PKR 2,500 |
| OPF welfare fund | PKR 4,000 | PKR 4,000 |
| Registration fee | PKR 2,500 | PKR 500 |
| OEC fee | PKR 200 | PKR 200 |
| OEP service charge | — | PKR 15,000 |
| Approximate total | ~PKR 9,200 | ~PKR 22,200 |
These are government-set fees as of early 2026 and can change — always confirm the current figures on BEOE's own fee-structure page (linked below) before paying anyone. Payable through Allied Services with an official receipt only — never pay an unlicensed middleman without a BEOE receipt.
Registration Steps
- Submit documents to the Allied CSE desk (or register directly yourself via the BEOE e-Protector portal — no in-person visit required since January 2024).
- Contract is verified on the BEOE portal.
- Protector fee deposited.
- OEC/protector issued.
- Proceed to airport mobilisation.
Allow 2–5 working days when documents are complete; longer if anything is missing or needs correction.
What to Do Next
- Bring all documents listed above in one visit — don't split the submission across multiple trips.
- Check the current fee schedule on BEOE's official site before paying anything.
- Only accept an official BEOE receipt — no receipt means no real registration, no matter what you were told.
