Fake Agent Check: Is Your Overseas Job Offer Real?

Before you pay anyone or hand over your passport, run this two-minute check. It is based on the rules every licensed Overseas Employment Promoter in Pakistan must follow, and on the warning signs the Bureau of Emigration publishes.

  1. 1. The agent will not give a BEOE licence number, or it is not active on beoe.gov.pk.

Step 1: Check the licence on BEOE (5 minutes, free)

  1. Ask: "What is your BEOE Overseas Employment Promoter licence number?" A real agency answers immediately.
  2. Open beoe.gov.pk and go to the list of licensed Overseas Employment Promoters.
  3. Search the name or licence number. The status must be active, not expired, suspended or cancelled.
  4. Check the office address on the licence matches the office you visited.

Step 2: Check the job itself

  • Employer and demand: a real job has a named employer and a demand that the licensed agent has registered. Job adverts by licensed agents carry their licence details.
  • Visa type: it must be an employment (work) visa, never a visit or Umrah visa.
  • Contract: salary, hours, duration, food, accommodation and ticket in writing, in a language you understand.
  • Protector: you will register with BEOE and get the protector stamp before flying. See BEOE protector registration.

Step 3: Check every payment

  • Pay only the licensed company or the government, never a personal account or mobile wallet.
  • Get an official receipt for every rupee.
  • Government fees (protector, insurance, welfare fund) are published by BEOE. Compare before you pay.

If you have already been cheated

  1. Stop paying, even if they promise the visa "tomorrow".
  2. Collect evidence: receipts, bank or wallet transfers, chat screenshots, phone numbers, the agent's name and address.
  3. File a complaint with the Federal Investigation Agency (FIA).
  4. Inform the nearest Protector of Emigrants office of BEOE, especially if a licensed agency was involved.

How do I check if an overseas employment agent is licensed?

Ask for the agency’s BEOE licence number (an Overseas Employment Promoter licence looks like ours: 0089/KAR). Then open beoe.gov.pk, find the list of licensed Overseas Employment Promoters, and search by name or licence number. The licence must be active, and the office address should match where you are dealing with them.

Is a trade test centre or training institute allowed to give me a visa?

No. Trade test centres and training institutes are not recruitment agencies. Only a licensed Overseas Employment Promoter, or an employer recruiting directly through BEOE, can process an overseas job.

Where do I report a fake agent in Pakistan?

Report overseas job fraud to the Federal Investigation Agency (FIA) and to the nearest Protector of Emigrants office of BEOE. Keep every receipt, chat, call log and the agent’s details; they are your evidence.

Can a licensed agent charge me money?

A licensed agent may charge the service charge allowed under the Emigration Rules, and you pay government fees such as the protector fee. Every payment should be to the licensed company, with an official receipt. Cash to an individual for a "visa" is not legitimate.

The agent has a big office and many reviews. Is that enough?

No. Offices can be rented and reviews can be faked. Only an active licence on beoe.gov.pk and a registered employer demand prove an offer is real.
