Top Overseas Recruitment Agencies in Pakistan: How to Choose a Licensed One

There is no official ranking of the "best" recruitment agency in Pakistan, and any list that claims one is an opinion. What the law does provide is a licence you can check. Here are the criteria that actually separate a safe, capable overseas recruiter from a risky one, for job seekers and for Gulf employers.

What the law says

In Pakistan, recruiting people for jobs abroad is regulated by the Emigration Ordinance 1979 and the Emigration Rules. Only an Overseas Employment Promoter (OEP) licensed by the Bureau of Emigration & Overseas Employment may do it. So the first filter for any "top recruitment agency in Pakistan" list is simple: is the licence active on beoe.gov.pk? If not, nothing else matters.

8 criteria that separate a good overseas recruiter

  1. An active BEOE licence. The agency must hold an Overseas Employment Promoter licence and it must be active today. Check it yourself on beoe.gov.pk; a licence number printed on a sign is not proof.
  2. Real, registered employer demands. Every vacancy should trace back to a named employer and a demand the agency has registered. Licensed agencies show their licence details on job adverts.
  3. Fees that follow the rules, with receipts. A licensed OEP may charge the service charge permitted under the Emigration Rules; government fees such as the protector are separate and published by BEOE. Every payment should go to the company with an official receipt.
  4. Proper skills screening. Good agencies interview and trade-test candidates before shortlisting, and arrange mandatory checks such as the Saudi skill verification test (Takamol SVP) where required.
  5. Full process handled legally. GCC medical, visa stamping, contract, BEOE protector registration and pre-departure briefing, with no shortcuts like visit-visa "jobs" or skipping the protector.
  6. Physical offices you can visit. The office on the licence should be the office you visit. Be wary of agents who only meet in cafes, or only on WhatsApp.
  7. Support after you travel. Ask who you call if your salary is late or your contract is not honoured abroad, and how complaints are handled.
  8. A track record you can check. Years in business, the employers and sectors they recruit for, and how they deal with complaints. Treat unverifiable placement numbers and awards with caution.

Questions to ask before you sign up

  • What is your BEOE licence number, and which office is on the licence?
  • Who is the employer, and what is the demand or permission number for this job?
  • What will I pay in total, to whom, and will I get a receipt for each payment?
  • Which visa will I get, and when will my protector be done?
  • Who do I contact if there is a problem after I arrive?
