The short version: a legal Saudi job from Pakistan always runs through a BEOE-licensed recruiter (or a direct employer hire registered with BEOE), a real employer demand, a GCC medical, a work visa in your passport and the BEOE protector stamp. If any one of these is missing, stop.
Step by step: how a Saudi work visa from Pakistan works
The order can change slightly by employer and trade, but a genuine process has these stages.
- Find a real vacancy through a licensed recruiter. In Pakistan, overseas recruitment is legal only through an Overseas Employment Promoter (OEP) licensed by the Bureau of Emigration & Overseas Employment under the Emigration Ordinance 1979. Check the licence yourself on beoe.gov.pk before anything else. Our scam check walks you through it.
- Interview or trade test. The employer or the recruiter on its behalf checks your skills. Ask which visa profession (job title) you are being hired under, because it decides the next step.
- Saudi skill test (Takamol SVP), if your profession is covered. Saudi Arabia's Skill Verification Program requires workers in listed professions to pass a skills assessment and hold the certificate to work in the Kingdom. In Pakistan it is coordinated by NAVTTC. Takamol is an assessment only, not a training course or a job offer. Check the current profession list and registration on the NAVTTC Takamol SVP page.
- GCC medical. You must pass a medical at a GCC-approved centre. Appointments are booked through Wafid (the system formerly known as GAMCA). Never pay someone to "fix" a medical result. See our GCC medical guide.
- Visa and biometrics. The employer issues the work visa. Your passport is submitted for visa stamping, and your fingerprints and photo are taken at an authorised Saudi visa centre in Pakistan. Your recruiter books this; you should receive the stamped passport back.
- Sign and check your contract. Read the salary, allowances, hours, contract length and who pays for food, housing and the ticket. Keep a copy. Do not sign a blank or foreign-language-only document you cannot understand.
- BEOE protector registration. Before you fly, your contract and visa are registered with BEOE and you receive the protector stamp. This gives you the OPF welfare membership and life insurance cover. Fees are set by the government; see the current table in our protector guide and confirm on BEOE's fee page.
- Pre-departure briefing and ticket. You get your travel date, ticket and reporting details. After arrival, the employer processes your iqama (residence permit).
Documents you will usually need
Your recruiter will give you the exact list for your demand. Most Saudi cases need:
- Passport with enough validity left (ask your recruiter; many employers want well over six months)
- CNIC (computerised national identity card)
- Recent passport-size photographs on a white background
- Education and trade certificates, and experience letters for skilled roles
- Driving licence for driver roles (Pakistani licence, and any GCC licence you hold)
- SVP certificate, if your profession is covered
- GCC medical fitness result
- Your signed employment contract and visa copy (for the protector)
Which costs are legitimate?
| Charge | Legitimate? | What to check |
|---|---|---|
| BEOE protector fees (insurance, OPF welfare, registration, OEC) | Yes, government fee | Paid with an official receipt; amounts on BEOE's fee page |
| Licensed recruiter (OEP) service charge | Yes, up to the limit in the Emigration Rules | Written receipt from the licensed company, not an individual |
| Skill test (SVP) and GCC medical | Yes, paid to the official test or medical centre | Booked through NAVTTC / Wafid, receipt from the centre |
| "Visa fee", "selection fee" or "slot booking" paid in cash to a person | No | This is the most common scam pattern. Walk away. |
Your offer letter should say clearly who pays for the visa, ticket, food and accommodation. If anyone asks you for money that is not on an official receipt, stop and run the scam check.
Red flags specific to Saudi offers
- "Free visa" or "azad visa" offers: you would work for someone other than your sponsor, which is not a legal work arrangement.
- Travel on a visit or Umrah visa "and we will arrange the job there".
- No company name, no profession on the visa, or a profession that does not match your trade.
- An agent who keeps your passport after the process, or asks you to skip the protector.

Frequently asked questions
Do I need the Takamol skill test (SVP) for every Saudi job?
No. The Saudi Skill Verification Program applies to a list of skilled and semi-skilled professions (NAVTTC groups them under construction, driving, hospitality and technical trades). Your recruiter must tell you whether your visa profession is covered. You can check the current list and register through NAVTTC, which runs the programme in Pakistan. Takamol only tests skills: it is not a job provider, so nobody can sell you a job "through Takamol".
Is the BEOE protector stamp required for a Saudi work visa?
Yes. Every Pakistani going abroad on an employment visa must register with the Bureau of Emigration & Overseas Employment and get the protector stamp before departure. It also enrols you in the Overseas Pakistanis Foundation welfare scheme and the emigrant life insurance cover. It is not needed for visit, Umrah or Hajj visas, which is exactly why you must never travel for work on one.
Can I go on a visit visa and convert it to a work visa in Saudi Arabia?
Do not plan on it. A visit visa is not permission to work. You travel without a protector registration, insurance or a verified contract, and you can be stuck without legal status. Anyone selling a "visit visa that becomes a job" is a major red flag.
How long does the Saudi process take from Pakistan?
It depends on the employer, your trade (whether an SVP test is needed), medical results and visa issuance. Ask your recruiter for a written timeline for your specific demand rather than trusting a fixed promise.
Who should I pay, and how?
Only pay a licensed Overseas Employment Promoter or the government directly, only the charges allowed by the rules, and only against an official receipt. Never pay cash to an individual "sub-agent" for a visa. Our protector guide lists the current government fees.
What is an iqama?
The iqama is the Saudi residence permit your employer arranges after you arrive. It is your ID in Saudi Arabia. Your passport should stay in your own possession.
